Environmental report: the federal government is on the right track

The federal government has reduced its greenhouse gas emissions by 48% compared to 2006. It is thus meeting the targets set by the federal government’s resource and environmental management system (RUMBA), as shown in this year’s environmental report commissioned by the Federal Council.

RUMBA aims to raise awareness among six departments (FDFA, FDHA, FDJP, FDF, EAER, and DETEC), the Federal Chancellery, and the Parliamentary Services of their role as role models and encourage them to reduce their greenhouse gas emissions (GHG emissions) in the areas of business travel, buildings, and paper consumption. The DDPS is not part of RUMBA, as it has its own independent environmental management and spatial planning system. On behalf of the Federal Council, the RUMBA specialist service produces an annual report on the status of this work. The Conference of Secretaries General approved this year’s report on November 24, 2025. It presents the results for 2024, a review of the period from 2020 to 2024, and the status of implementation of the climate package for the federal administration.

Adopted by the Federal Council in 2019, this package of measures requires the federal administration to reduce its greenhouse gas emissions in Switzerland by 50% by 2030 compared to 2006 levels. In 2024, the reduction recorded compared to this reference year was 48%, thanks in particular to the renovation of buildings, a reduction in the number of business class flights, and digitization.

According to the report, air travel was the main source of emissions (61%), followed by heat consumption (15%), car travel (11%), and paper consumption (8%). GHG emissions in these four areas decreased compared to the previous year.

In order to further reduce GHG emissions in the field of mobility, the Conference of Secretaries General adopted the following measures, among others:

  • Additional restrictions on business class flights
  • Introduction of quotas for aviation emissions
  • Optimization of business trips made by land transportation
  • Promotion of public transport and combined mobility
